"Why," you ask? Because we want profile pages to have freedom of customization, but also to have some consistency. This way, when anyone visits a deviant, they know they can always find the art in the top left, and personal info in the top right.

To answer your question, i (i am ~miset) use Abode Photoshop 7 to create my vectors, this is one of the most widely used programs for making vectors - others include Flash MX and Illustrator. Vectors, if you start off with simple projects, are hugely fun and quite simple to realise as a beginner. You can read more on vectors at the vector club named VectorBrothersUnite.
